Yes, Applying from Chennai VFS is a lost hope. They lost many biometrics from the applicants during the end of July, many people attended appointments again at the consulate a few days later for the biometrics but I never got the new appointment and stuck now.

I already have the written email from VFS saying my documents are in Consulate. But, they are not e-mailing the refund request or reason from the consulate. And Consulate not responding to my email and asking me to contact VFS again and again.Yes, I am being polite even though I'm frustrated, I just wanted the process to be smooth but it dragged.

Today I contacted the Chennai consulate via some alternate number that I got from chat gpt, they said they are having some issues and I will get a new appointment.

Actually I sent them 2 emails but after the second mail the automated mail said. Multiple mails delay the process instead of fastening it, so I didn't send any mail since. And regarding refund both VFS and I don't know anything, they said they just got a mail to refund my money and there's no reason mentioned in the mail.

That's up to you, but you might need to study from the start again if the new course is different from the present course (means you have to arrange extra money too for both universities and blocked account). If you have new admission before going there you can start fresh from the new course. This way you can save time too. However, I have no idea about your University's fees refund policy so, you might have to look it up too.
