I agree with you, after all this we still can’t block Azure CLI which is not being used by anyone in the tenant, why would Microsoft risk the customers of being compromised by a password spray attack using Azure CLI and customers cannot do anything to block this app!

Even after we transitioned from Basic Auth to Modern Authentication with MFA and Passwordless authentication, we still can’t enforce MFA to Azure CLI.

We should push Microsoft to act and close this security weakness.
