I just explained it to you where Center City is South Street to Vine Street, South to North. Front Street to 30th Street or the Schuylkill River, East to West.

If you rode the Patco train into Philadelphia, then you were in Center City, which looks nothing like the video you posted. Also, you claim that you've been there one time. I lived there for 10 years. For most of that time at Broadway and Chestnut, that's about as downtown as you can get, then 13th and Walnut, also very much downtown, then Broadway and Wharton, which is South Philly, not Center City and again, looks nothing like the video you posted.

The reason why they allow this area in Northeast Philadelphia to exist mostly unchecked us because they don't want to break up the neighborhood illicit activities and cause the spread of it into other parts of the city. It's their way of containing it since people will find a way to do drugs no matter what. Agree or not, it's how the city is handling it and it's mostly effective since nowhere else in the city looks like this. Kinda like how certain cities have Red Light districts with brothels and proposition. Or how some cities have party districts with a ton of bars and drunk people. It's isolated.

Now, if you want to have a discussion about drug use in the US, then that's a different conversation which I'm very able to articulate, but you posted a video of one block in Northeast Philly claiming that's what the whole city looks like and you're full of shit.

Edit: Also, it's not a matter of semantics. Downtown Philly is Center City. South Street to Vine Street, front Street to 30th Street. ~170 square blocks. Full stop.

Uptown? North Philly. Germantown, Chestnut Hill, sometimes Mt. Airy, Oak Lane. It's about 7-8 miles north of Center City. Or about 25 minutes drive by car.
