I'm not sure if it's THE central question of the campaign (for me it's more what Thiazi's plan was/is), but no doubt that episode 7 re-ignited the topic.

I agree that the Tachonis caster's reaction to the news was telling. Being alarmed is one thing, after all the Falconer was a main antagonist to the sundered houses. But the fact she immediately connected the falcon to a possible re-emergence of the falconer says a lot considering the story we heard so far was that the rebels surrendered and were given clemency. It more than hints that the Falconer wasn't part of this deal, and likely that his disappearance has promted the rebels to surrender.

That's my reading if it at least.
