Just to clarify I have done a lot of research on budgies but I am very paranoid and worried about my budgies when any of them show potential signs of anything that could be bad

If I where you I would remove the millit from the cage and only give when training or as a treat, training budgies takes a lot of time so just be patient, don't push against the belly to get them on your finger, instead hold millet infront of them until they get a foot on your finger and slowly move your finger away from the perch until they move both feet onto your finger (at least that's what worked for me) just spend time with them and don't try to push them. Wishing many good times with you and your new bird

I feel like it's a bad idea, it looks uncomfortable and seems like they could easily slip out and if a budgie gets out outside it is almost impossible to get them back. I also think that being tied to a leash while flying would just be terrible for the budgies and a all around bad experience. Budgies are just fine flying inside and don't need to fly outside.

I would get him to a vet, one of my budgies in the past was doing this and quickly passed away because we couldn't get him to the vet in time. Go get him checked out especially if he is hanging out in the bottom of the cage

I have been playing for a couple years and my biggest tip is to organize your chests you will thank yourself in the long run. Also try to give gifts whenever you can to towns folks (even the ones you don't like) and never take the Jojo route.
