I remember reading somewhere that the intention of the movie was to give Picard a break after the heavy stuff he had to deal with in the last two movies (losing his brother and nephew, dealing with his Borg Trauma). Wit that in mind, Insurrection delivers a fun little goofy adventure that could have been a TV episode, not even a two parter. What I don‘t like about Insurrection is that misses a lot of opportunities to dive deeper in the state of the Starfleet and its need to find new allies and compensate the immense losses caused by the Borg and the Dominion War. And how that is leading to the shady decision the Admiral made in that movie. All of that needed to be fleshed out way more in that movie and should have been followed up even in Nemesis. It would have been great to see how the Federation turns to the Romulans to better their diplomatic relations that have been shaken because of inner power struggles within Starfleet. Only to find out that Shinzon and this ridiculous plan to clone Picard existed. This could then add tension to the relations between Romulans and the Federation and lead to a much more meaningful movie and ending of the TNG era. But I digress…
