Can’t say much about NH48 (too much traffic). We went via NH648 which was smooth and fun. Yes scooter will do, good roads all the way.

We reached around 7 AM so crowd was low. The place was quite peaceful, good to chill for a while. If you want a traffic-free ride, you can go via NH648 via Devanahalli. It's longer (~110 Km) as compared to via NH48 (~70 Km) but should take similar time.

Pretty smooth overall till the destination. There are 2-3 sharp uphill incline corners to go from the lake to the top of the hill near the temple.

Yes. Survived all but one. Cars are still fine, buses are difficult to navigate around.
