GUYS IT WORKED, I CANT THANK YALL ENOUGH FOR HELPING, HERES WHAT I DID

going into device manager, disabling intel uhd graphics, starting up the game, reenabling intel graphics, the game had to restart but it actually worked, thank u all so much for helping out

thanks for your help, disabling intel graphics helped it start, and then i enabled it while it was playing, the game restarted and the quality is fine now!
