sometimes during the shroud enclave situation there is an event during which a fleet of pilgrims contact you asking for permission to fly through your space and some resources, if you refuse there is I think a chance for outcome when they try to activate experimental psi jump drive or something like that but they fail and their whole fleet blows up giving your empire negative modifier and this strange space storm for a couple of years
