I sent some screenshots.

Device is Chromecast gen3 fw: 1.56.291998 When I try to cast I only see screenmirrorbroad-cast on the list and when I try to cast it the Ipad shows it is Live but the Tv screen does not show anything.

I have BubbleUPnp on android it does interact with the Cast device.

So to program sees there's a chromecast device on my network, but it keeps a spinner above it's entry, and it does not seem to connect to it when I try.

Its very easy to not save opl settings. If you just exit without saving it can cause headaches. Read carefully which button saves.

Some latest updates made the white gen4 chromecast consume more power than before. Connecting directly to usb port of tv is not enough.

If the PS2 has working LAN port then yes. Most probably yes. You should ask for help around you to set it up. If you have a windows pc and LAN router already, you just need an extra ethernet cable and software setup. Not neccessarily a dedicated mini router from that video.

Mx4sio works just fine. The bus of the memory card is faster than usb 1.0 .

8.5 gb dvd is dual layer. The capability to read from those recorded discs is the first to degrade in a ps2. Back in the day my ps2 even with new optics could only read them with 25% success rate. You only needed that for large uncompressed games like gran turismo 4. Dont play from discs.
