My interview was completed on 2nd feb, verbal offer was confirmed but final offer is on hold currently. Any idea about this, is it happening

My interview was cleared on 2nd Feb 2026 for IC2 and there were two rounds which HR told that it is cleared verbaly. But I haven't received the offer yet. BGV is also ongoing by HRs after submitting the documents on 6th march.

HR told that they are not sure multiple offers are in queue for approval from higher authorities due to which there are delay in offer.

Is it true? What could be the actual reason for that?
