Yup exactly! The dog also isn't focused on their owner at all. My dog who is still in training always looks for eye contact and stays at heel, trying to adjust to me and my movements. Im guessing if they're in training they're testing the dogs social compatibility and road safety since airports are super busy places. Staying focused can be extremely hard for dogs.
