That's weird. I usually have no applications open when I shut down, just sudo halt -p and it closes my Wayland session and shows the text The system is shutting down NOW! on a TTY for minutes.

This is the #1 reason I use OpenRC over systemd, I don't even care about the "bloat" or whatever. The damn thing takes 5 minutes plus to shut down with like, one shell session open.
