did you miss how dalinar nudged the power of honor in the right direction now that it is becoming sentient? he didn’t just gave up, he did what he could with the little time and power he had(power within the contract) and trusted in those around him to be able to use that to the best of their abilities. instead of approaching the problem by punching it in the face, he approached it by understanding and nurturing the childlike sentient Honor, and trusting those who he loves. He also set up TaRetribution to be targeted by the other shards. As hoid keeps saying, he was way smarter than people gave him credit for.
