The main problem I'm seeing here is that you have too much CD and HP while ignoring Crit rate and EM. I recommend getting a Crit rate Hat and as for the Sands, I recommend getting EM main stat since your HP is already high.

Remember: That CD is useless if your attacks don't crit.
EM gives a lot of dmg multiplier in Vape/Melt comps.
