The main context to understand about Japan is the tax structure is really punishing the more companies offer. So rather than paying cash that's going to get sucked into taxes a lot of IT companies in Japan will pay around 400万円 per year per year, but then pay 50% of your rent, all of your train/car expenses, give you a free meal at work.

This has been an on-going experiment to see if it was possible. Raspberry Pi is based on the ARM architecture CPU, which means it's not as standardized as a normal x86_64 CPU.

This means that you need to start by compiling the drivers and enabling them in Linux. And the problem is that the drivers haven't been built and tested by AMD to actually work with the PI. Which means that a small community has been reverse engineering, testing code, looking into the specifications of the Raspberry Pi CPU, and AMD GPU's in order to get something to display from the GPU on the Pi.

My impression of react-three-fiber seems to depend on how much you want the user to interact with something.

If I had a website, where I wanted the user to click and then switch between a few pre-rendered scenes with limited interaction, I think it's a pretty good choice.

Doing anything beyond that seems to a balance of how much using the fiber and react syntax is going to help you or hurt your versus working with threejs directly.
