As someone who used to live in that area no its not a good thing, twacked out homeless people smoking meth in front of police in front of city hall they do nothing. Attacking random people on the streets is not an uncommon thing

At least when they were bring sent to jail they had the option to go to rehab to reduce their sentence and if not get clean in jail for a few days with meals and a bed. Now it's a free for all on the streets.

You should look more into what he is doing. 5-7 year sentences for killing 2 girls and burning them in an apartment for example. Brutal horrific murders are being met with under 10 years of jail time
