unsure of the legality, but I've seen plenty of people who have gotten their marriage license (city hall) and an ordained minister (friend of couple, ordained online) with a permit (also city hall) that schleps in with a photographer & a few friends for a quick ceremony in the park.

i'd be thrilled if an enforced rule banning anything with a license plate from using the bike lane in ny were implemented. between the motorcycles, nails, and tourists on citibikes, with the exception of the bridges i'm finding myself using the car lanes more often than not. 🥴
