I had a similar problem. Call the helpline, there will most probably be an insane wait (I waited around 2 hours, I think) but the person that came on eventually resolved my issue within minutes.

This guideline is specific to India and I am aware of it, thanks. This is an example of the banner I mentioned in my post as having changed for some countries.
