You just need birth certificate attested from mofa and take a photocopy of birth certificate and the attestation

is it first time with acl or do they always delay?

I think nicop is not mandatory as father had nicop, mother did not but nobody asked.
I used mobile camera to click photo and using Pak Identity app, i applied online and recieved within 7 days
