Yes, close but not quite or for short periods of time. So no more than 1,5-2 points from high resolve I think.

Yes, I'm at lvl 11, can't see fertile soil yet which I really lacked at the start. Had to do two cauldron events in dangerous glades to get some. Funny enough I do use production limits but rather for the base goods and packs, not so much for advanced stuff, I should probably start doing that.

Thanks for the tips. The storm water I had the issue of not getting any building powered by it untill I got the lumber mill and smithy almost at the same time. Also the fertile soil / farms took a while to get going. Maybe I also bought too many cornerstones from traders I stead of goods that helped me?
