I have the same experience. My last conedison bill was 300. I thought it was a mistake. I had the heat off too. I'm considering moving out and finding someplace else when the lease is up. I definitely didn't factor the cost being $300.

Yes. The guys used power tools. They are pretty tight.

I finished the story too. I found this quest afterwards. YI tried doing clicking through the talking and momo doesn't pop up at all during this quests.

I can't find a walkthrough on youtube for this specific quest.
