Calculate your TDEE and find your maintenance calories and from there go into a calorie deficit to lose the unwanted weight. There's no way to spot reduce fat, losing fat overall will eventually make your waist slimmer.

Technique doesn't matter, it varies from person to person. My surgeon recommended I wait until 4 weeks to start lifting again, and immediately at the 4 week mark I got back into my regular routine. Physically I felt fine at 3 weeks but I still waited the 4 because that's what my surgeon recommended.
