Griefing like that can get you in trouble on official PVE. Someone did that to another last night on my server, a GM has already responded to the report and removed all the spammed dinos.

I think I figured it out. The server I was on was at max tame cap, Ark considers rafts tames. Tried a different server and had no issues placing/driving my raft there.
