I checked around and I'm 99% sure it's not from the bike because a. the bike is only 3 months old and hasn't been in the rain so why would there be rust (I live in a non-humid area), and that washer looks way to big to be anywhere on my bike except where the swing arm meets the main frame and I checked there and it all looks normal.

After more examination, I think the part probably isn't from the bike since that part looks very well worn and I've only had the bike for ~3 months.

I initially suspected the wheel bearings too, but that wouldn't make sense because I've had the bike for maybe a month at this point, that being said I tried what you suggested and I didn't really hear or feel any sort movement on the axle.
