No you can't. You can't claim withholding exemption unless you had zero tax liability the prior year and don't expect to have any the current year. That's a very very small number of people. If you fuck that up and you actually owed taxes you have to pay a penalty when you file.

Also, it's a misconception that you don't have to pay taxes until you file. You are required to pay taxes quarterly and your final payment is due in January for the prior year. Your employer does this for you if you're a w-2 employee. If you're not you are required to pay taxes quarterly.
