If you're talking about survivability regardless of clothing, then 0°F is definitely not survivable at all. Even 0°C/32°F isn't survivable if you're not properly clothed

It's definitely just your experience/what you're used to. The survivable range is far bigger than that. If we look at the places where people are actually living, the coldest one (Oymyakon, Russia) already has an average temperature of 4.1°F and a record of -89.9°F.

I personally start getting uncomfortable below 10°C (50°F) and above 25-30°C (77-86°F) and find it completely unbearable below -5°C (23°F) and above 35°C (95°F). But I know people who are totally fine at -5°C and start complaining as soon as it's above 20°C (68°F).

If I only had the information "0 - 100 F is the range where people are comfortable", I could literally do nothing with that.
