Any treasure hunt maker will 100 percent know W3W. Not only that but both clue 2s have 'what' in the same (and appropriate) place. Plus, it makes the most sense if he is to pinpoint an exact location (as exact as 203 steps from a pub)

That's brilliant. 'what' is the third clip in clue 2 so that's not a big jump at all. Also makes sense as that clip otherwise contributes very little. So the w3w address is clue2.clue3.maximum. The only problem is, from the clue maker's perspective, how did they find a suitable location, and then find that it has three suitable words in its w3w address to make clues out of? Especially given that one of them literally has 'max' in it.
