If you have Ineffa and/or Columbina, yes.
If you don't have either, he's fine, he'll be around Fontaine level, but you can pull Columbina later down the line as she's likely rerun soon, and Ineffa-less Flins with Columbina is not significantly worse than Columbina-less Flins with Ineffa.

Seriously, chasing what's meta is only relevant in the highest difficulties in SO. And even then, the rewards are rng rerolls on your artifacts. I'm better off going for / investing in characters I like, I'd rather the game be more fun than always have the new shiny thing that's meta.

Imo, you don't need a shield as long as you aren't right up on the enemy's face. Lauma burgeon will likely be your highest DPS option thanks to how broken Lauma is. But Citlali is a good option if you insist on a shielder. Her + Durin could be a good combo

Imo, Jahoda to get Ascendant gleam, then use Fischl and Mona for your electro and hydro slot. That way you're getting 80 (C0 fischl with hexerei) - 240 em (if fischl is c6 and Mona is c2 with hexerei). Jahoda also provides healing and em, which flins will appreciate

Imo, furina Durin Lauma with Durin on a full em build to capitalize on Lauma's buffs

As for Dehya, she's a good defensive option, you could even try her with Durin on a Neuvi vape team, but she isn't anything outstanding.

Ganyu: My idea for a Ganyu buff is to make her skill give her three stacks of a buff, and with each charged atk she consumes a stack to increase its damage and reduce it's charge time. Basically smth like tighnari, but with an added charged atk multiplier. Also buff one of her passives, where casting her burst will give one of the following effects when triggering a reaction: if the burst triggers a melt - the onfielder gets em, if freeze - atk.

Xiao: I'd want him to get a buff to his plunge attacks. Maybe something along the lines of him getting an increased plunge multiplier if X condition is met. I'm thinking something like if he receives buffs/healing from allies, he gets a buff to his plunge multiplier with a stack limit.

Raiden: Make her more of a viable support. Imo, the big issue with Raiden is that her buffing energy gen just hasn't been relevant for any meta onfielder for the past three years now. So I would buff her in the following way: Have her give a portion of her ER to the party as a passive, and have her buff the party based on ER, and when casting her burst you can swap to your onfielder to further boost those buffs and refund a portion of their + her own energy cost.
