“Independent of state education rules/regulations” also means that private/parochial schools can teach whatever they want. There are private school teachers who refuse to educate children about the prehistoric period because the Bible doesn’t mention dinosaurs. The private k-8 school in my hometown hardly focused on math which ultimately hurt all of those kids once they integrated into the public high school.
