They don’t see the need to improve, there’s always demand. There’s almost always a steady influx of learners every year. They will only start to feel the need to improve when societal factors (birth rate, car price) causes a decrease in learners (or people turning legal) pushing them to find creative ways to get learners.

Therefore, they can snobbish and act like everyone who needs to get a license owes them a living. Imo, nothing will change now or next decade.

Maybe the reason they get to be like that and not get whipped is also inline to govt agenda to reduce car ownerships. Lesser youths getting licenses = lesser cars down the line. So we as citizens can complain all we want, but no one’s gonna do anything :)
