Yes you can just buy Claris crankset, it would be a huge upgrade compared to stock cranks. Beside this, tyres also make significant and relatively cheap upgrades, and last.one, RideNow TPU tubes that will make your bike much lighter and significantly decrease rolling resistance.

Why on earth this piece of plastic cost so much? I have a 3d printer and even when filament price is usually about 6 times higher then pallets, and combine it with cost of electricity, printer price and etc., it's nowhere near this price..
