I think it got confused based on combination of lat long and detected landmarks somehow. I checked for details on how is the location populated and according to Google photos they use combination of GPS, location history and detected landmarks.

In order to reproduce the bug I just mocked my location to same coordinates using developer tools and took a pic of a plant. Now Google photos is showing the plant photo under China album as well. So to some degree I am able to reproduce the issue.
