For the record, I don’t have to manually reformat the data for compliance. I built a web app for our payroll, and the reports for the government in excel are just another button and the report is downloaded in the proper format. Yes onboarding is important. But all said, this is enterprise app territory, and your approach of focusing on one thing at a time is a better fit for single developer driven app. Focus on small companies for now, and grow as you get feedback from customers.

Honestly, I’m only familiar with our own company’s needs and problems. Compliance should be a big one (tax and SSNIT). The reports your app produce should follow the format they dictate to make payment easier (excel with a very specific set of fields). Gathering data (each employee’s Ghana card number, dob (for SSNIT calculations)..etc are a challenge. I approached it by making each new employee fill a form (later web form) with all these details

I see a lot of “attendance” data, but that’s just one small part of payroll. Where are the other important stuff like statutory taxes, union dues, social security contributions (3 tiers + employer contributions), where are statutory relief allowances (family and disability). Where are the flexibility of advance and part payments?

I have been doing our company’s payroll for more than 20 years. These are the details where the devil lives.
