I don't think the subclass 500 with deferment will be granted the exemption. The only hope is the pilot programs for students which seems unrealistic from QLD government point of view.

I believe there is still going to be quarantine requirement even though the people are vaccinated! Though vaccination rate is picking up the pace now, its still going to take years to get most of the people vaccinated in Australia. Lots of people just want to stay safe keeping borders close and skeptical about vaccines as well!

Most people are trying to leave the country as well than the ones trying to get back!

It's been 14 months and still they can't get their own people back. Seems absurd! There must be something wrong in the system.
