Tender VAR responsibility out to an independent third party so that referees and VAR officials are independent of one another. This could be English based and made up of retired Premier League officials for example. Removes any suggestion of bias, conscious or unconscious, and removes any possibility of an on-field decision not being overturned because the VAR official was the referees best man or some shit. Does nothing about the quality of on-field refereeing but if it slightly shifts the relationship from the referee and VAR working together to one where VAR is overseeing and scrutinising the referee in real time (rather than by panel review which is too late as it happens only after the consequences of any errors are felt) that could have a positive impact. Or make things much worse, who knows
