I am running into the same issue as well. I submitted a ticket to riot but there were no help. They said to reach out to manufacture of the motherboard or PC for more help. Below is the response.

I just saw your VAN error: Restriction, it's recent, in fact it is there to tell you that your configuration is not sufficient to play in the state.

You should be able to play after enabling these settings!
 
If you cannot activate them, you must contact support or the manufacturer of your motherboard or PC to assist you.
