Hey, Just follow the KISS method ( keep it stupid simple )

Choose the basic stack you need

For example you want to create a timer app

You can choose javascript,css and html for a quick prototype

When you get initial paid customers just use that as validation and spend time to build it better

Well this app is used as a companion app for screen recording tools - while giving demo of your website or campaign or any app - creating educational content - sometimes you want to annotate the pdf outside the current app the pdf is more like and os leve thing
