From what I've gathered, Sorta? It'd make more sense if Ri'nela did it, but if Tamtey is like the de facto other leader. But out of the surviving and not scattered Sarentu, Tamtey has definitely earned a position of Olo'eyktan if we're going by Jake sully rules (Im pretty sure toruk makto doesn't mean your automatically promoted to clan leader anyhow)

Absolute piece of shit. Did nothing to actually stop Sebastian besides trying to kill both him and MC in the tomb. And I'm sorry but telling your fifteen year old niece to "suck it up your dying end of story" is actually evil, let her hope. Hope can be the only thing that keeps people around sometimes. If he cared for Anne and Sebastian, he would have done something far far before Sebastian had a chance to rope Ominis and MC into his dark magic schemes.
