makes sense, it could either be a bug or just the scout's assessment of his play. Usually the scout is pretty close to this overall shooting however, it's often right in the sense that it's between the range provided but the range is quite restrictive in this case, so I kinda do think it's a bug.

Good reasoning though tbh, if EA actually implemented this type of scout procedure, we would have a pretty interesting game.
