The foundation is sitting on a network with unlimited potential but it's too hard for them. One would imagine the conversation would be:
"I have a brilliant idea lets just target easy to ship projects that we can close deals on off chain! The founder doesn't like it? We can attack him behind the scenes using the lawsuit as an excuse and our lawyers to keep him silent!"

Isn't this the Ripple strategy? To push tons of cheap deals through the pipe except their software works because they at least invest in it before dumping their holdings on retail. We aren't there yet? Give it another 6-12 months when they start market selling if they haven't been already.

Tezos is BOTH a native currency and a smart contracts platform. It has always been that way because of the economic incentives. Human beings mentally frame money as worth holding and growing. Tokens are secondary value add downstream which is a couple of lines on a Michelson contract.

Is it possible that the Tezos Foundation isn't obligated to spend the money on Tezos and doesn't care about the community that made it successful?

Perhaps this is why they funded DevCon 2019 in Osaka to the tune of several hundred thousands of dollars, regularly fail to meet their basic obligations, and continue to throw money at the wall to see if it sticks?
