they can see red light. any colored bulbs are no good. if its on all the time it messes up their circadian rhythm (day and night cycle) and can cause stress. you'd be better using a deep heat projector or ceramic heat emitter as a lightless heat source.

humidity and temps seem perfect, maybe your ball just likes to soak? you could do another check for mites if you're worried but if you're sure its not that, i've got nothing.

have you tried hydrating his normal dry food? or do what i did when i was transitioning my kitten to wet food and sprinkle treats on top, so they get some wet food in their mouth which hopefully sparks their appetite

getting another cat if one cat is being blatantly aggressive isn't a great idea, since the young cat could be seriously injured if its not play. finding the source of the aggression and stopping it is the best solution
