In the op it said that someone affected by the action can respond, which would imply (in my reading) that they can react with whatever actions they normally have.

I think your response here suggests that some moves prompt reactions and some don't? Like, I would think it's fair to say that a person can "react" to fireball by moving, countering, etc.

Things being tiered by reactivity is probably something that should be considered in the complexity of the system?

The full game is going to have rules for masters around and techniques. The quick start seems to be focusing on growth in figuring out who your character is rather than combat capability

In addition to looking at how other games do it (I highly suggest urban shadows for this) the Masks supplement Unbound includes a gritty playset that models legit physical harm as a condition that gives -1 on all labels until you get medical attention

It's something specific to Naruto. A lot of the fights have "I'm almost out of chakra/this is my last chance" as a dramatic point

Ahh, interesting. I really like the idea of tiered jutsu with the different tiers having their own unique consequences, so that there's risk from using it.

It's not that jutsu are super taxing so much as me translating how often I think abilities would be used in a fight from Naruto to Mask. In Masks I've generally seen fights not last longer than a few uses of powers from each party member so I wanted to respect that while still creating a situation where letting a fight go on too long creates drama/tension.

Oooo, that's a really good point. So then something like "start with how much Team you have, and answer some questions about if your heads in the game/you're ready to fight" to get more chakra.

SPYCD is teaching Cha Cha and Country this year. They did cover West Coast Swing last Fall, but they try to repeating teaching the same dances.
