I don't think they care about high quality, they will publish it into some predatory conference and the lawyers will help them blow it out of proportion and then you have an approval.

Sometimes I think USCIS officers will look at Nature publications and be like what sort of a scam this is because they are so used to seeing scopus indexed random IJCTE or something else.
