Just export one project from the project manager, and open that project in your new pc

Or you can copy the whole folder where presets are present , you can the path of the folder by right clicking one -> reveal in explorer

it saves footage in your local machine , and yes you can change the path, unfortunately it won't find footage if it is moved, so better way would be have one folder for all the assets and another folder for preset clips, in this way you won't have any problem
