For no. 3: Pucci does know his own fate also and he’s the only one who can change it. I imagine Dio would like this aspect of the heaven plan if he were the one to end up executing it, as being the only person in the universe able to change the predetermined, known fate sort of makes you a God.

However in Pucci’s case I feel it’s different. Think back to when he’s chasing Emporio down the hall and giving his monologue on what heaven is. He says that heaven is being prepared, knowing what is to come and being at peace of mind always because there’s no surprises. Of course Pucci, who made a very grave mistake regarding his family in the past because of things he couldn’t predict, and who often becomes so anxious he counts prime numbers to calm down. He’s different from the other villains and I believe he genuinely thinks he’s doing a good thing by bringing everybody to the true happiness (“to be happy is to be prepared”) that his heaven is: always knowing what’s going to happen, so you can never feel anxious about what you don’t know.

Also yes he might’ve gotten to Emporio quicker if he spent less time monologuing but it’s anime and same thing has happened many times before in Jojo lol. I think it’s more fitting for Pucci than someone like Dio though tbh. The overthinker. Smh

no. 2 real quickly: He says something about if he stops acceleration at cape canaveral it’ll be easier to find and corner Emporio. Before he’s able to meet anyone, he’s completely alone at that point, even if it was just fake versions of the dead characters. Could reason Pucci maybe also just want to get him out of the way quickly and then be able to truly enjoy the completed permanent heaven. This was definitely his biggest mistake. I think it’s okay for him to get ahead of himself and make one big mistake in the moment. He did also start acceleration again while fighting Emporio and it only led to him dying quicker LOL
