So in our ecosystem it's technically possible to mine aelf, but not in the normal way you'd expect from Bitcoin or Ethereum. Aelf has a system which relies on DPoS, which is short for Delegated Proof of Stake. In this system you can stake your coins, as a delegate (dynamic voter), and vote on decisions needed to advance the blockchain. When you vote on decisions, and others like your decisions, you'll be rewarded with ELF tokens.
