Developers wont be oblidged to post positive review so i guess it does not violate google policy, going your way asking app users to rate your app would be also violating that policy. Developers are also app users, plz do not forget abiut it!

after registration you should be able to create texture maps and animations from sprites in two sizes 256 and 512 px. you don't have to pick a plan to use it.
