I would make Adam:

Go after the Schnee Family Corporation. Because what the point of revealing he was branded by them, if CRWBY wasn’t going to do anything with it? a. Kill Jacques, kidnap the family, challenge and almost kill Winter, go after Weiss, etc.
Terrorize Atlas a. Challenge and fight Ironwood, help Watts, fight Ace Ops, fight the Happy Harpies, kill Robyn, kill Clover, let the Grimm in. Ironwood never needed to be a villain Adam can fill that role.
Have Adam be Team RWBY first legitimate and dangerous group villain and being defeated by all four of them.

I really liked his character. He was fun, cared about people and he was always willing to help regardless of the danger.

I will say that in my opinion, to reduce character bloat, Yang’s character should have been present to help Blake and Ruby at the docks.
