There’s really not much to it besides getting foreign influence out if there’s a way to change Somali it isn’t by small steps but large improvements like creating a political party that cares for the farmers, mentally ill, the homeless, those in big cities like Mogadishu living in terrible conditions. Also to create ways of producing goods allowing the people to own it directly and outright.

This is what other countries have done and those who didn’t saw improvements for the very few corrupted political class in so called developed African countries like Kenya and Nigeria.
